ELECTrack is a free electronic filing software made available to all campaign account treasurers by the Maryland State Board of Elections. It is currently designed to run on 32-bit Windows systems (Windows 98/NT4.0/2000/Me/XP/Vista) but has successfully been installed and tested on Mac OS computers equipped with a PC emulator.
ELECTrack's latest version, 5.0, was released in June 2007. This new version must be installed and used by all campaign finance entities for the 2007 Annual Report. ELECTrack 5.0 includes the following new features:
- In keeping with the changes in Election Law, all committees are now considered continuing. This changed the account setup options. To accommodate data entry problems, with the exception of the account number, all of the other entries on the Account Setup form may now be updated.
- There are two more bank account entries on the summary sheet. An account may now report four separate bank account lines.
- The one exception to this is those Party Central Committees and PAC accounts that process administrative funds. The contributions and expenditures for an account with administrative funds are now shown separately, and there is an extra administrative bank account entry (a fifth entry).
- The file transmission time on the transmittal sheet is now taken from the receiving server so that it will always agree with the file creation time on the server. We have removed the candidate signature line from the transmittal sheet and given you the ability to reprint the latest transmittal sheet.
- You can now indicate that an address is in a foreign country. When you do, the City data entry can be used as a third line for the address to include city, county, and any postal routing codes. The state and zip-code fields are not used for foreign addresses.
- The edits for both contribution and expense entry now check to see if the date entered is within the dates established for the reporting period. Entries outside the reporting period are not allowed for contributions and expenditures.
- We have added the ability of a slate to indicate who its members are and for an account to indicate that they are part of a slate. Slates and slate members will no longer get warning messages about excessive transfer amounts once they have added the relationships to contributors and to the expenditure recipients.
- The process to produce labels for contributors has been updated to allow the use of both 14 labels per page (Avery 5262) or 30 labels per page (Avery 5160). Partial pages of labels can be used by indicating the number of labels to skip on the first page.
Campaign account treasurers have already been sent the software on CD by mail along with instructions on how to install it. Anyone else wishing to use this software is free to download it from our website.

System Requirements
For successful installation and use of ELECTrack 5.0, your computer should meet the following system requirements:
- Microsoft Windows 98, Me, NT4.0 (Intel version) with Service Pack 6, Windows 2000 with Service Pack 2, Windows XP, or Vista;
- Administrative privileges on the system for Windows NT, 2000, or XP Professional;
- Microsoft Internet Explorer 5.0 or higher (in order to be able to send files electronically via the Internet);
- Pentium class PC (300 Mhz or higher recommended for Windows 98 and above);
- 32 megabytes of RAM or more for Windows 98 and above;
- 125 megabytes of free space on disk during installation; approximately 20 megabytes after the installation is complete;
- Display system supporting 16-bit color depth (high color) at 800x600 pixels
Users Group Meetings
On May 2nd and 3rd, 2001, the State Board of Elections held meetings of the ELECTrack Users Group to discuss the state of Maryland's free electronic filing software and to determine priorities in improving its usability.
