Please note that the beginning transaction date for all campaign finance reports is the day after the ending transaction date of the prior report. If the committee is new, the beginning transaction date is the date the committee formed. A committee is only responsible for the election reports in the election year which the committee has expressly designated its participation. However, if a committee participates in an election year which it has not designated, the committee must notify the State Board of Elections and file all campaign finance reports for that election. A committee is always required to file the Annual Report.
The Affidavit of Limited Contributions and Expenditures may be filed instead of a required Campaign Finance Report if, since the establishment of the campaign finance entity or the last report filed, the campaign finance entity has neither spent more than $1,000.00 nor received more than $1,000.00 in contributions. The Affidavit may not be filed late.
Note: Election-related campaign finance reports are due only if the political committee has designated participation in that election or if a non-designated political committee participates in that election.

State Board of Elections (SBE) conducts an audit of every campaign finance reports filed to ensure compliance with the law. If a political committee receives a deficiency notice(s), then the political committee must file an amendment by the due date for that campaign finance report. In most cases, the corrective action requires filing an amended report . Amendments must be filed electronically unless the political committee previously received a Waiver of Electronic Filing.
Please remember that the political committee may receive deficiencies for multiple campaign finance reports at one time. It is required to file a separate amendment for each campaign finance report with a deficiency. Failure to file the required amendment will result in late fees being assessed at a rate of $10.00 a day per campaign finance report for each business day until it is received. The maximum late fee is $250 per report owed.
Mailed (see address): If mailed, the report must either arrive at the above listed office of the State Board of Elections on or before the due date or must be timely postmarked. Acceptable proof of timely mailing includes: (1) a United States Postal Service postmark or receipt (2) a timely private meter postmark (provided the report was received by this office within 3 days of the due date; (3) a timely receipt from a private carrier (provided the report was received by this office within 3 days of the due date).
In Person (see directions): The report may be delivered in person at the above listed office of the State Board of Elections. To be timely, delivery must be made on or before the due date.
