This introduction to electronic filing of Campaign Fund Reports contains a general explanation of the electronic filing requirements, who is required to file electronically, and the purpose of these requirements.
'ELECTrack' is a free electronic filing software made available to all campaign treasurers by the Maryland State Board of Elections. The 5.0 Version of ELECTrack, can be downloaded from our website.
Current ELECTrack Users: If you are currently using ELECTrack Version 4.5, 4.7, or 4.8 please download ELECTrack Version 5.0.
Campaign treasurers who cannot install or use ELECTrack can call the State Board of Elections to make an appointment to have their data entered by the staff of one of the branch offices of the Comptroller of Maryland. Data entry services are provided at the following locations: Baltimore City, Bel Air, Easton, Hagerstown, Prince Frederick, Towson, and Wheaton.
In order to use this data entry service, your data must first be hand entered on the Data Entry form supplied by the State Board of Elections.
Campaign fund reports can be uploaded directly into the State Board of Elections' FTP server. If you have questions regarding this process, read this electronic transfer help page.
While SBE provides free software for filing campaign fund reports, the use of that software is not mandatory. Instead you may use your own software, or software developed by a private software vendor, provided that the data you electronically file meets our file format specifications. For details concerning the file format specifications please refer to the documents below.
